PRECISEU
PRECISEU (PeRsonalised medicine Empowerment Connecting Innovation ecoSystems across EUrope) is a Horizon Europe Regional Innovation Valleys (RIVs) action that connects regional innovation ecosystems to accelerate the adoption of personalised medicine and related deep-tech health solutions in Europe.
PRECISEU aims to accelerate the integration of Personalised Medicine (PM) across Europe by strengthening regional innovation ecosystems and bridging the gap between regions.
This initiative aligns with the European Union's deep-tech innovation goals, particularly in healthcare, supporting the development of advanced therapies and the secondary use of health data.
Over the next five years, PRECISEU will contribute to making Europe a leader in PM, enhancing patient access to cutting-edge healthcare solutions and supporting the EU’s sustainable transition and wellbeing agenda.

Problem
Despite rapid scientific progress in personalised medicine, its implementation across Europe remains fragmented and uneven. Significant disparities exist between regions in terms of innovation capacity, access to advanced therapies, digital health infrastructure, and the ability to translate research results into clinical practice.
Many regions lack the necessary cross-sector collaboration between research institutions, healthcare providers, industry, policymakers, and patient organisations. This fragmentation slows down the uptake of Advanced Therapy Medicinal Products (ATMPs), limits the effective use of health data, and creates barriers to scaling deep-tech healthcare innovations beyond local ecosystems.
Additionally, differences in regulatory frameworks, investment capacity, and technology readiness levels contribute to widening innovation gaps between more advanced and less developed regions. As a result, patients across Europe do not benefit equally from cutting-edge personalised healthcare solutions.
Addressing these systemic challenges requires stronger interregional cooperation, improved knowledge transfer mechanisms, and coordinated innovation ecosystems capable of accelerating the adoption of personalised medicine at scale.
Objective and Approach
PRECISEU aims to accelerate the adoption and scaling of personalised medicine across Europe by strengthening interregional innovation ecosystems and reducing disparities in innovation capacity.
The project pursues the following key objectives:
PRECISEU adopts a structured interregional collaboration model built on ecosystem integration, co-creation, and capacity building.
The project connects 12 European regional innovation ecosystems and enables them to jointly develop and implement innovation roadmaps in personalised medicine. Through Joint Interregional Projects (JIPs), matchmaking activities, open calls, training programmes, and best-practice exchanges, PRECISEU supports the scaling of deep-tech healthcare innovations across multiple regions.
