Biofilm Regulatory Toolbox (RegulatoryToolBox) is a European initiative aimed at integrating advanced biofilm research into regulatory frameworks. The project develops standardized methods, tools, and guidance to support evidence-based decision-making in healthcare, industry, and environmental protection, while fostering collaboration between scientists, regulators, and industry stakeholders.

Biofilms – structured communities of microorganisms – have a major impact on healthcare, industry, and the environment. Despite rapid scientific progress in biofilm research, current regulatory frameworks rely on outdated methodologies that do not reflect state-of-the-art knowledge. This creates a significant gap between academic research and regulatory decision-making, limiting the ability to properly assess risks, validate product claims, and support innovation. As a result, there is a lack of standardized, validated tools and harmonized approaches for evaluating anti-biofilm technologies across sectors.

The Biofilm Regulatory Toolbox (RegulatoryToolBox) project aims to bridge the gap between cutting-edge biofilm science and regulatory practice by building a European interdisciplinary network of researchers, industry stakeholders, and regulatory bodies.

The project focuses on:

• evaluating existing and emerging biofilm models, methods, and technologies to assess their suitability for regulatory use,

• developing standardized approaches and achieving scientific consensus on biofilm-related methodologies,

• translating scientific data into practical regulatory guidance and decision-making frameworks,

• supporting knowledge exchange, education, and stakeholder engagement across sectors.

Implementation is structured around three complementary working groups:

1. Standardisation of biofilm technologies – identification and validation of robust and reproducible methods,

2. Decision-making frameworks – development of guidance for risk assessment and product evaluation,

3. Communication and dissemination – outreach, education, and stakeholder engagement.

The project will deliver a modern, science-based regulatory toolbox for biofilm-related products and processes. Expected outcomes include:

• standardized and validated biofilm testing methods,

• practical guidelines supporting regulatory decision-making,

• improved alignment between research, industry, and regulatory requirements,

• increased capacity building through training, workshops, and knowledge dissemination.

By modernizing regulatory approaches, the project contributes to improved public health, environmental protection, and industrial innovation. It also supports tackling global challenges such as antimicrobial resistance and biofilm management.
